Botox for brow lines?

If someone has had botox injected to their forehead can they still move their eyebrows upwards? (like a surprised/shocked look)

if so does it get rid of all the “surprise” lines when they do it, so it just looks alot less wrinkled? OR does it completely paralyze their whole forehead so they can’t make any expressions at all?
